 It's clearly identified as the Obervation Deck in Halo 4 (plus look around inside it there are no bridge consoles or instruments). In the books (Cole Protocol I believe) it is clearly stated that all UNSC ships have their bridges at the Bow of the vessel. And the Arbiter was clearly seen inside the bridge leaving 04B and made it to earth in the Bow of the ship. Therefore the bridge is at the bow of the vessel.
