Biography
Goodwin served the Office of Naval Intelligence as an operator for Lieutenant Commander Jameson Locke's remote tactical strike team. On February 7, 2556, Goodwin participated in a United Nations meeting.[1]
After the meeting, he was contacted by Lieutenant Commander Locke and informed of a terrorist attack on Sedra City. The team revealed that an element found in the bioweapon that was used in the attack was only found on a partly functional fragment of Installation 04. Locke asked for Goodwin's permission to travel to the shard and destroy the element deposits in a small timeframe. Reluctantly, Goodwin approved of the mission and provided the team with a HAVOK tactical nuclear weapon to accomplish the task. However, Goodwin told them that if they wished to complete the mission, they needed to work together with the local Sedrans.[1]
