Roberto Bustamante was an officer in the New Mombasa Police Department. He took part in the Battle of Earth when the Covenant invaded New Mombasa. While in the NMPD Headquarters, he was shot by Marshall Glick, a homicidal ex-policeman on a rampage.
Later, the NMPD's public service announcer, Stephen, lied to the people of New Mombasa and said that Roberto, along with Jim Odingo (another officer Glick had killed) and Glick, were actually killed by Covenant snipers who were in turn killed by the civilian resistance[1].
