B.net's Field Guide on the Super provides the above. As you may note, nowhere was it mentioned that the Superintendent-class manages all six tether cities. What we do know is that there is only one Superintendent-class with the same name tasked with taking care of New Mombasa, as per the game itself and the quote above.

- I accidentally stumbled upon a flip-through video of the Halo: The Essential Visual Guide book confirming this for us.
