Covenant or not?

Considering this was made by grunts with the help of the Created, should this be considered as part of a covenant remnant? It's more of the product of a new Created alliance with the grunts from the home world whom I don't think are directly involved with the covenant. Variants

That doesn't make any sense, though. So far all the "temple" vehicles are affiliated with sangheili zealots or ascetics. The Goblin is Balaho-made. Calling it another "temple" vehicle just because of the color seems irresponsible to me -Japeth555
