Don't think that's too accurate. Bungie stated that High Ground was the "spiritual successor" to Zanzibar. With the gate that is remote activated, a beach on one side, a base on the other, and is best for objective gametypes like 1 Flag CTF and Assault. Then we found out Last Resort is a remake of Zanzibar. So you can't state that the theory that Chill may be Lockout is "debunked", being that it's spiritual successor has been revealed.
