Laurel Adams is the magistrate on the human colony world of Biko. After John-117 stopped the attempted assassination of a Sangheili delegation by the terrorist group, Sapien Sunrise, on the planet, Laurel kept Biko's leadership and media from commenting on what happened. This was due to orders from the Unified Earth Government. Later, Adams and other UEG officials released security footage of the event and autopsy reports concerning those that died in it, and also issued a statement that federal charges would be filed against Sapien Sunrise.
