The High Prophet of Restraint was a Covenant High Prophet during the 23rd Age of Doubt. He, along with the High Prophet of Tolerance and the High Prophetess of Obligation, led the Covenant High Council until 2525.
Biography[edit]
Hierarch of the Covenant[edit]
Prior to his ascension to the rank of Hierarch, the Prophet of Restraint had served as the Prelate of High Charity.[1] At some point in 2524, the crew of the Kig-Yar ship Pitiless brought forth the corpse of an "unclean being", presumably a human. The High Prophet of Restraint then issued an edict that ordered all Kig-Yar vessels to be searched by squads of Sangheili and Unggoy to search for "further evidence of the unclean".[2]
Scandal and deposition[edit]
As of early 2525, the aging Prophet's tenure had been marked with scandal involving his various sexual exploits, most notably the impregnation of a young female San'Shyuum. While such a thing was not prohibited, Restraint was on the Roll of Celibates, those San'Shyuum who possessed recessive genes and were forbidden from siring children. Having lied about his status to his lover, the new mother demanded she be allowed to have her children, which the Prophet eventually agreed to. Learning of this, the Minister of Fortitude had the Vice Minister of Tranquility give the invocation for the upcoming Birthing Period, where he advocated ending the Roll of Celibates. Believing him sympathetic, Restraint approached the Vice Minister and offered him a full Ministerial post of his desire if he claimed the children as his own. The Minister blackmailed the Prophet by offering to keep the scandal quiet only if Restraint stepped down as one of the leaders of the High Council. The Vice Minister then succeeded him and became the High Prophet of Regret.[1]
Trivia[edit]
Like most other known Hierarchs, his name can be considered ironic as to his behaviour; he stepped down as a result of his sexual exploits, therefore showing a lack of restraint.
