First Observer of the Court

First Observer of the Court was a title given to the leader of the Forerunner Capital Court and, by extension, the Supreme Mantle Court. During the trial of the Master Builder, First Councilor Splendid Dust of Ancient Suns served as the First Observer of the Court.[1]
