Eleventh Hour reports

The Eleventh Hour reports are a series of reports sent by Codename: SURGEON to Codename: COALMINER, detailing the status quo of the post-war galaxy. The introduction, or Part 1, ponders how humanity will adjust to the new galactic paradigm,[1] while Part 2 discusses the disposition of some of the Covenant's former client races.[2] Part 3 details the origins of the SPARTAN-IV program and the Spartan branch[3]; Part 4 of the report details the recovery of a damaged 343 Guilty Spark from Installation 00 by the UNSC Rubicon;[4] and Part 5 details humanity's progress in locating and investigating the remaining Halo installations.[5]

Decades from now, when historians evaluate the war, what will they say about us? Will they claim that our victory was ultimately fruitless? That it failed to secure a lasting peace, or worse, that it was only a prelude to far greater horrors that now lay ahead?
My hope -- OUR HOPE -- is that history would instead view this war as a catalyst. That the last thirty years were a crucible, a threshing floor for our species, sifting out our fears and frailties. And that ultimately it made us stronger and more vigilant in the end, fully prepared for whatever will come next. After all, what good is struggle if there is no change? What good is a fire if the sword is not made stronger?
Attached are four reports accounting the major contingency structures our species currently faces in the wake of the war. Please evaluate them closely. Their outcomes will dictate how history views us, or if history even views us at all.

As Machiavelli once said: "the Romans, foreseeing troubles, dealt with them at once, and, even to avoid a war, would not let them come to a head, for they knew that war is not to be avoided, but is only put off to the advantage of others."
Likewise, we must deal with these issues head-on, without fear and without hesitation. We can afford no other stance.

Production notes[edit]
- In part 4, the statement made by Guilty Spark to the science teams attempting to withdraw data from him is the basis of the novel Halo: Primordium.
- Similar to the Data Drop, which led up to the release of Halo: Glasslands, the Eleventh Hour reports were used to promote Halo 4 and to provide more insight into the contemporary state of the galaxy. Like the Data Drop, one installment was featured in each weekly Halo Bulletin, beginning with the October 10, 2012 edition, the text was hidden with invisible text.
- The third, fourth, and fifth reports in document form were found during the Section 3 Alternate Reality Game, hidden within PNG files. [6]
