It all depends on how the UNSC Navy is organised. It may have squadrons and battle groups. For example, some navies are organised like this: Flotilla/Squadron (led by commodores), Task Group (rear admiral), Battle Fleet (vice admiral), Fleet (admiral), or something along those lines.
