The Chief shouldn't be listed KIA. Firstly, they still have to follow Spartan MIA Protocol. Secondly, even if John wasn't a Spartan, they'd have to list him as MIA because they do not have his body (i.e. proof of death).
And thirdly, being remembered on a memorial is not the eqivalent of being dead, or even assumed dead. He pratically saved humanity, they'd wanna honour his memory as well as they can. I wouldn't be surprised if there were MC/J-117 days, parades and/or stautes. They'd name cities, planets, plants, animal and all that stuff after him.
Although Hood did say it was a memorial to those fallen... However most of them who are being remembered are dead and Hood would probably not have cut and said, "As we start to rebuild, this hillside will remain barren, a memorial to heroes fallen. Oh, aside from John-117, that is, who is MIA, but other than that... what was I saying again? Right, right, they ennobled all of us, and they shall not be forgotten."--cv.
It was clearly and widely assumed that the Chief was dead, as expressed by Lord Hood himself. I'm pretty sure that's why they put him on the memorial. Template:Arby116Sig
The whole war?
I always got the feeling that the memorial was honoring those who fell during the Battle of the Ark. If it was a tribute to the whole human-covenant war, a war where billions have died, I don't think half a Pelican wing is sufficient to account for them all.
Hood even says "But let us never forget those who journeyed into the howling dark and did not return. For their decision required courage beyond measure; sacrifice, and unshakable conviction that their fight... our fight, was elsewhere."
He says elsewhere, as in he knew that the final battle was going to be at the Ark, not there, and he feels bad for not being there. He stayed behind because he thought they were being foolish to go after Truth, but he realizes now that it was the right thing to do. His speech is dedicated to those who left with the FUD and the Elites and never came back, not for all the people who died during the entire war.

The Plaque
I know it says it's a Pelican wing but I'm pretty sure that the Memorial Plaque/Stand is the tail off of a Longsword fighter because of the shape and the height of the peice.Kboy21 06:33, September 12, 2010 (UTC)
