Lieutenant Downs was a UNSC Marine Corps recruiter stationed in Chicago, Illinois in the United States on Earth [1]. In 2524, he found then-Staff Sergeant Avery Junior Johnson sitting drunk by the door of the recruiting center, and informed him that his request for a transfer had been approved.
Trivia
- It is possible that Lieutenant Downs had been named after The Master Chief voice actor Steve Downes or The Prophet of Regret voice actor Robin Atkin Downes, even though the spelling is different. This is only a theory.
