Packbus

The packbus is a Human transportation service aimed at Earth's illegal immigrants. In order to appear legitimate, they make sure the driver and a few of the passengers are legal citizens who allow the CAA to monitor them electronically via the Surveillance Grid. It is known to operate in the United States. Whether or not they exist elsewhere is unknown.
