I wonder if he's going to be in Halo 3, even though he's dead. If he's a Prophet Form, he could be in Halo 3, but the actor died. But then again, Julie Benz isn't gonna be Miranda Keyes in Halo 3, so you never know. Epeu

So...

This article states that Mercy was elected before Truth or Regret were even born. However, according to the epilogue of Contact Harvest, all three were elected at the same time (before they were known as Minister of Fortitude, Vice Minister of Tranquility, and the Philologist.
