This is the Navy insignia for a Commander. The UNSC Navy uses the same insignia. [1]

Commander is an officer ranking in the Navy. It is between Lieutenant commander[2] and Captain. Jacob Keyes was a Commander[3] prior to being promoted to Captain during the Battle of Sigma Octanus IV.

Commanders are either second in command or in command of a ship in the UNSC Navy. In the UNSC Marine Corps it is equal to Lieutenant Colonel.
