Lance O'Donnell

Lance O'Donnell is a famous socialite who lived in a building on Earth, the top floor of which is currently used as a public park. The park is most likely the setting of Ivory Tower. [1]
His name is a reference to Martin O'Donnell, the Audio Director at Bungie, whose sound studio is called "Ivory Towers."
