Phan was an employee of the Liang-Dortmund Corporation who was helping to recolonize Meridian in the wake of the Human-Covenant War. During the Guardian incident on October 25, 2558, he was unable to successfully evacuate and became one of the several people trapped on Meridian's surface. He had suffered severe wounds during the attack and was being cared for by Doc Cale at Meridian Station.[1] However, due to the devastation dealt to the station, Doc Cale lacked the means to treat Phan properly.[2] Consequently she placed Phan under sedation, and he would remain unconscious and immobilized indefinitely until such a time that help should arrive.[3]
