Joyce Leblanc is a human emplyee of the Liang-Dortmund Corporation working on the human Outer Colony of Meridian.[1] She was very appreciative of the performance of Governor Sloan, disregarding his signs of rampancy as not worth worrying about. An audio recording where she expressed such a thought was found and listened to by Fireteam Osiris when the fireteam visited Meridian Station.
