The Begotten Angel was a command cruiser in the Covenant fleet. It was a relatively slow warship, but it is certainly the "most luxurious".
It has been conjecturalized to be a CCS-class battlecruiser or Supercruiser
The Begotten Angel may not be the most agile command cruiser in the Covenant fleet, but it is certainly the most luxurious.
