I don't think "the people" represents a specific group in legal cases? You'd have to ask someone more legal-savvy, but I was sure it signifies when the government takes someone/something to court on behalf of the public. So in this case, "The People" would be meaningless, since we don't know which nation took Asklon to court. -- Qura 'Morhek The Autocrat of Morheka 03:39, 20 August 2015 (EDT)
