Type-3 active camouflage
From Halopedia, the Halo wiki
The Type-3 Refraction Dissonance Modifier/Camouflage, more commonly known as active camouflage or active camo, is an armor plug-in designed to make the wearer invisible to visual scanning for a short time, only noticeable by the diffraction of light around the wearer, making them appear as a "shimmer". It also generates false radar signatures to help conceal the movement of its user. However, these show up as neutral contacts, thus rendering the function pointless and actually giving the user's position away.[1]
