I thought from the description in the novel that Camp Independence was merely a tunnel discovered by Whitcomb & "his" Spartans that they set-up with basic security rather than a pre-existing location. I would have thought a fall-back position for high ranking staff would have been more established rather than bolted-down guns and a "fold-out card table" (pg 178, first strike).
