I'm not so sure that the Rubble is governed by a technocracy.. A technocracy is defined as a society governed by elite technical experts. I think that it would be more appropriate to call the government an "Internet democracy" which is distinct to a technocracy, in that presumably, all vote electronically.. I haven't read the book myself, so I'm not going to go ahead and change it...
