I've seen Brute Minors wield Brute Shots all the time in Halo 2. I also believe that Brute Minors are the Brutes that have no armor platings on their arms. I think that the helmet doesn't make a difference. The only already dead corpses found in the game are the ones with the lowest rank and i've come across brute corpses that have helmets on them. Also in the cutscenes, Brutes have been known to have their helmets dissappear and reappear at times. I don't think this is a glitch because it happens all the time.
