- "Tension about Suraka boiling over. They've always been sensitive about a human city getting resettled just on the other side of the sand."
- — Paul des Hommes speculates concerning the source of recent hostility from Sangheili on Carrow.
Suraka is the human capital of Carrow, a a former human Outer Colony and currently a planet in the Joint Occupation Zone. The city was abandoned during the height of the Human-Covenant War and was the center of the Carrow Conflict fought by human, Sangheili, and Jiralhanae forces in September of 2558.
Overview
Suraka is a major urban area with a population of around one million people.[1] It is divided into at least thirty-one sectors, with Sector 24 containing agricultural infrastructure.[2] The city contains a residential area and a financial district, as well as its own stock exchange located in the Wulandari Building.[3][1] There are various industrial and commercial businesses operating in the city, including Rughet Factories and Finlay Ice Creams.[4][2] Beneath Suraka lies a network of bunkers and tunnels that the Surakan government and the Surakan Militia Volunteers relocate to in the event of an attack on the city.[1] Also lying beneath Suraka was a Forerunner construct known as a Sharquoi hive.[5]
