He certainly oversees them, as with all the Banished under his command. But, him being part of the unit itself has not been stated.)

The Hand of Atriox is a special operations unit within the Banished, and is named after its leader Atriox. Also known as Spartan Killers,[1] these warriors specialize in taking down UNSC Spartans. Jega 'Rdomnai was its first recruit and now serves as one of its most feared members.[2]
