The individual holding the title "Guardian of the Luminous Key" was a member of the Covenant whose arrival in the Ascendant Justice was awaited by the Covenant forces stationed at Installation 04. The individual was briefly mentioned in a Covenant message translated by Cortana.

Trivia

It is possible that "Luminous Key" refers to the activation index of Installation 04, which the Covenant were undoubtedly eager to obtain. The Prophet of Mercy refers to the activation index of Installation 05 as "the key", and it does bear luminous green strips. The role of the Guardian of the Luminous Key could have been to secure the index and bring it to the control room to activate Halo, as is later undertaken by Thel 'Vadam and Tartarus. Cortana, who was aboard the ship, did have possession of the Index, but the Guardian of the Luminous Key would not have known this.
