Council of City States

The Council of City States was the planetary government on Sanghelios during the Covenant's early years. Following the Sangheili-San'Shyuum war, the council agreed to align with the San'Shyuum and form the Covenant. Any Sangheili that disagreed with the council's decision was branded a heretic.[1]
