Roll of Celibates

The Roll of Celibates is a collection of San'Shyuum who are not permitted to breed under Covenant law due to genetic failings that have grown common in the San'Shyuum community on High Charity. While celibate, the members are not sterilized and may engage in sexual activity provided that any resulting offspring are subsequently aborted.[1] However, breaking such an oath of Celibacy will result in the sterilization of the being. The San'Shyuum that enforced the Roll were known to be very zealous in their work. The Minister of Fortitude mentioned that even a Hierarch had no right in stopping the sterilization of those breaking the oath.[2] Although it prevented birth defects, the Roll was responsible for reducing the initial San'Shyuum population on High Charity, along with the rarity of fertility cycles in females.[3]

The short-lived Ministry of Anticipatory Security was informed whenever a San'Shyuum consulted the High Charity medical interface about pregnancy, allegedly to help manage the Roll of Celibates.[4] Mken 'Scre'ah'ben, the Prophet of Inner Conviction, was once unfairly placed on the Roll of Celibates. However, he managed to remove himself from it by speaking to the San'Shyuum that headed the Roll.[5] The Prophet of Inner Conviction's removal from the Roll formed several controversies, with some San'Shyuum believed that Mken bribed the Roll's workers to earn his clearance. The Minister of Anticipatory Security threatened to use his new-found influence to place Inner Conviction back on the Roll. unless Mken complied to complete a mission for him. Inner Conviction reluctantly accepted.[6]
