Operation: TANGLEWOOD[1] was a classified United Nations Space Command Marine Corps mission, presumably headed by Project ORION against the Insurrection. It was a classified operation, seeing as no information was availible for reference in the military (thought not much military operations are normally).
Avery J. Johnson was involved in it in Halo Contact Harvest.
