Troy Denning began work on Halo: Shadows of Reach in 2019.[2] In the first draft of the nove in the first chapter, Troy Denning had Kelly-087 listening to listening to the song Killer Queen.[3]
The cover art was illustrated by Chris McGrath.[1] The composition of the artwork echoes the original release cover art of Halo: The Fall of Reach.
