This unidentified operative is a former agent of the Office of Naval Intelligence's Beta-5 Division.[1]

On January 15, 2610, the operative sent a 600 Series security container filled with classified matériel concerning the the actions of SPARTAN Noble Team during the Fall of Reach to his cousin. He had acquired the package after the death of "the old man", a fellow operative which had requested the package from Colonel W. B. Eton. This package inluded the personal journal of Dr. Catherine Halsey, a simulation of Noble Team's final actions, and a 1:53 scale replica of the Reach War Memorial at Hősök tere in New Alexandria on Reach, which had been requested by Ms. Bjarne, the curator of the Museum of Humanity.[2] The operative suspected that the recipient's interest in the package was due to his/her involvement with Operation: WHITE GLOVE during the Fall of Reach and regarded Halsey as "the one loose end that may never be wrapped up satisfactorily".[3]

The operative told his cousin to either present the container to Ms. Bjarne as a "curious relic" or to give it to someone at "IN". However, he grimly noted that the "old guard" might be willing to kill over the contents of the package. The operative trusted his cousin to do "the right thing".[1]
