An Arbiter is a traditional and religious title hold by a Sangheili in times of great distress and pressure. An Arbiter would only be required to undertake tasks given out by the High Prophets and would be expected to sacrifice their life for the advancement of the Covenant Empire and achievement of the Great Journey. Then the outlook of the state of Arbiter would be change due to Thel 'Vandam. He believed that the Great Journey was a lie and a Journey of death.The decision that the Arbiter made shed light on the Sangheili home world and made them turn away from the once great religion they believed, and turned them back to their once noble way of life and fought for the greater good of deactivating the Halo rings alongside the UNSC.
