While they were believed to be rebels by both the humans and Covenant forces sent by the High Prophet of Regret, Reth was actually acting under the orders of the High Prophet of Truth, who had no faith in Regret's methods. Reth believed that in completing his mission, he would earn the Kig-yar their place at the Prophets' side. The Unggoy who served under Reth and his Kig-yar also believed they were rebels. They followed Reth because he had promised to give them Metisette, which had an abundance of methane.
