Before Fal's actions, the rank of Arbiter was considered a privelege. His heresy would lead to the Prophets declaring the rank of Arbiter to be one without honor, given to those who could be useful to them as a last chance to regain their lost honor before death. It would therefore be fair to say that he was the last honorable Arbiter until [[Thel 'Vadamee]].


He held the title during the [[Sangheili]]-[[San 'Shyuum]] alliance, and is the earliest Arbiter chronologically shown. Chavamee' considered the Great Journey to be a lie and was then branded a heretic by the Elites under his rule. A great battle ensued between the Arbiter and the Loyal Covenant Elites, whilst Chavamees' wife, Han, was being executed by Haka. Haka knew that this would bait Chavamee' into dueling with him. After the great battle, Chavamee' killed off the stragglers and returned to his palace, to find his servant dead, along with Han. After seeing the bloodied body of his wife, Chavamee' flew into a rage. He immediately requested a duel with Haka and met with him at a private arena. They readied themselves, and sliced their swords into each others stomachs, sending blood from the Arbiters' body flying everywhere. Haka gasped for air, and slammed to the floor dead. Chavamee' looked at his bloody armor, and then fell forward. During this, he was having final visions of Han. He hit the floor, notably in a pool of his own blood.
