Function

It is possibly the building where you can buy special upgrades for unit types which you could not usually get at the primary building such as the Barracks, one example might possibly be the ODST upgrade, something that is far superior to an individual building upgrade. Such as the Spartan Chaingun, or Marine Medics, which are a more simple upgrade for the UNSC Marines which can be upgraded at the Barracks. It lets you make your base's turrets stronger, and in multiplayer call in MAC Strikes from orbit.
