The Unnamed Arbiter was the Covenant commander during the Second Battle of Harvest in 2531 [1]. His Lances were sent to the glassed planet Harvest to find an ancient relic, abandoned by the Forerunners.

He appears to be less sympathetic than the current Arbiter who served prior to and during the Great Schism, as he states that he does not care for the welfare of his fellow Sangheili, as long as the Prophets' demands and the mission requirements are met.

He would have been killed early on in the war, as a different Arbiter served during the 2535 Battle of Jericho VII.
