HIGHCOM is the highest command of the UNSC. Beneath the Colonial Military Administration, it is ultimately in charge of all personnel, equipment, and facilities used by the UNSC. Top level brass from every branch form the UNSC Security Comittee of HIGHCOM. With headquarters at planets Reach and Earth, HIGHCOM is the equivalent to the modern Pentagon of the United States military. It is the protection for the civilian government, which is apparently the Colonial Administration Authority. HIGHCOM has directed the strategy for the actions of the UNSC since its very beginning. From combating rebel forces, such as the Eridanus Rebels, to the genocidal war against the Covenant, HIGHCOM has been the source of all strategy and information about the war. HIGHCOM operates through regional CENTCOMS in charge of different regions throughtout the UNSC.
