Summary

The Fleet of Particular Justice was just one of many Covenant fleets. It is unclear how the fleets of the Covenant are organized, but apparently some of this fleet was present at The Battle of Reach and pursued the Pillar of Autumn to Installation 04. This fleet, under the leadership of the future Arbiter, was responsible for all the Covenant forces the Master Chief battles in Halo: Combat Evolved. They fought the humans, the Forerunner constructs under command of 343 Guilty Spark, and eventually, the Flood.

As Installation 04 was destroyed, most of the fleet was destroyed along with it, however several vessels survived, including six cruisers and a flagship of the fleet, the Ascendant Justice.

The fleet's size is unclear, but it contained at least a dozen CCS-class ships and at least one Assault Carrier. Images of the fleet from Halo 2 suggest that it also contains dozens of smaller combat and support vessels. Within those ships was a massive army, containing perhaps hundreds of thousands of troops.

One Artifact Retrieval team, led by Sesa 'Refumee, was on Threshold at the time of the fleet's destruction. Upon discovery of 343 Guilty Spark, they rebelled and became the Heretics, a conflict that was a prelude to the Civil War of the Covenant.
