The Jump Pack Brute is a class of Jiralhanae (Brute) warriors.
On their ventral sides, they carry jump packs for increased mobility. They are the Brute counterpart to Elite Rangers, but unlike the Rangers, they are not capable of complete aerial tactical manuevering; rather, their jump packs propel them on an immense jump greater than even a Man Cannon can offer. Also it should be noted that in the picture the sniped Jump Pack Brute carries a Radar Jammer. This may be part of a new tactic where they drop the radar jammer in order to confuse and disorientate the player.
Jump Pack Brutes will often use their high mobility to get behind and surround the player. As such, it is imperative to listen for the sounds of their jump packs to quickly locate and eliminate them. Upon being defeated, the jump pack will sometimes malfunction, rocketing the Brute wearing it off into a random direction and then exploding.
