This is the Halo 3 Vehicular Manslaughter Medal

Vehicular Manslaughter is a spree medal awarded in Halo 3 Multiplayer for splattering 10 opponents in a row without dying. The design of the medal is very similar to the Wheelman Medal from the Halo 3 Beta. This medal happens to be glitched, after splattering exactly ten opponents with a Ghost in a row, every kill made after that with the regular Ghost plasma guns on it will give you another Vehicular Manslaughter Medal. This also applies with the Splatter Spree Medal. It is also possible to use the plasma guns halfway in achieving this medal, but it won't reset the amount of splatters needed.

The Vehicular Manslaughter medal is most often achieved with Ghosts and Warthogs (with either no gunner or no turret). This medal is hard to achieve when faced with intelligent or quick opponents.
