Elites use Antigravity packs to manuever in low-gravity or zero gravity situations. It provide extreme mobility, and in no way hinders their combat effectiveness.[1]
It is used by Elite Rangers and by the Heretic Leader. The UNSC use cruder and less effective T-PACKs for zero G movement.
