I thought from the description in the novel that Camp Independence was merely a tunnel discovered by Whitcomb & "his" Spartans that they set-up with basic security rather than a pre-existing location. I would have thought a fall-back position for high ranking staff would have been more established rather than bolted-down guns and a "fold-out card table" (pg 178, first strike). Perhaps, but bolted-down guass cannons are not easily obtained and set up. And though the table was fold-out, that isn't something you come by magically, especially considering the utter destruction of HIGHCOM. My opinion is that this is one of several fall back positions, and that it was overlooked as a true option because no one really thought the Covenant would attack Reach.

Perhaps, but bolted-down guass cannons are not easily obtained and set up. And though the table was fold-out, that isn't something you come by magically, especially considering the utter destruction of HIGHCOM. My opinion is that this is one of several fall back positions, and that it was overlooked as a true option because no one really thought the Covenant would attack Reach.
