I also believe that the arbiter was the guardian. The ascendent justice was the flagship of the fleet at alpha halo, the guardian was the commander of the justice, and the arbiter was the commander of the forces at halo. Assuming the commander of the flagship is the same as the commander of all the forces, the guardian and the arbiter should be one in the same. | |||
