Elite Councillors are the highest ranked [[Elites]]. They share power with the Prophet Hierarchs and the Prophet Councillors. They make the political and army decisions of the [[Covenant]]. During the [[Civil War of the Covenant]] they were stripped of their rank (it is unknown if there are now Brute Councillors).
Councillors have been described as "asistocratic" by lesser races. Only one Councillor's name has ever been stated, that of [[Soha 'Rolamee]]. The structure of his name indicates that he has participated in the military. In fact, it is likely that every Councillor Elite is required to participate in the Covenant military.

Councillor is the highest rank attainable for an Elite of the Covenant, military or politically. They are members of the High Council, along with the Lesser Prophets. They share power directly under the High Prophets.

Councillors have been described as "asistocratic" by lesser races. Only one Councillor's name has ever been stated, that of Soha 'Rolamee. The structure of his name indicates that he has participated in the military. In fact, it is likely that every Councillor Elite is required to participate in the Covenant military.

Appearance

The Councillors wear large, distinct and oddly shaped crowns as ceremonial helmets. These helmets are light blue in colour. For armour they wear white plates like Ultras.
