Template:Covenant Character Infobox Soha 'Rolam was an Elite member of the High Council and member of the council of masters in the Covenant. He outranked Zuka 'Zamam by at least two levels.[1] He was a member of the Council, so he would probably have fallen under the rank of Councilor.

In the 9th Age of Reclamation, He was one of the members of the council that were on Installation 04 when the UNSC Pillar of Autumn crashed. He used the Truth and Reconciliation as his office, but was apparently subordinate to a Prophet council member who was also there.[1]

He was the one 'Zamam went to to request approval to hunt the Master Chief.[1] At first 'Rolam was hesitant and refused to allow it, but after the Chief raided the very same vessel, 'Rolam authorized it.[2]

When the Flood was discovered, 'Rolam apparently took charge of ensuring that they were contained. When these attempts failed, and the Flood began spreading uncontrollably throughout the ring, the Prophet had 'Rolam beheaded, and showed his head to 'Zamam as "the price of failure."
