The Roosevelt Military Base was a UNSC Military facility near the Outer Colonies. The Roosevelt Military Base was noted to be in the vicinity of a Black Market Bazaar, but forces there were unable to successfully put it down. The Bazaar was finally put down by the Spartans, a "cover" mission performed in order to inconspicuously bring the Spartans closer to the Damascus Testing Facility and receive their highly secret first set of MJOLNIR armor.
