This position, however, does not afford them many more practical benefits. They take on tasks assigned by their higher up Warlord. The role of Enforcer is similar to that of obedientiaries of the fallen Covenant.[2]

Sangheili Enforcers are exclusive to Arbiter Ripa 'Moramee and can be built at the Raid Camp in place of Jiralhanae Jumpers. Enforcers are effective against infantry and structures, perform okay against vehicles, and do poorly against aircraft. In Blitz Enforcers cost 40 energy.

Blitz

Enforcers are also playable in the Blitz and Blitz Firefight modes. Their Blitz card has the following attributes;

  • Rarity: Common
  • Cost to deploy: 40
  • Y-ability: Stasis grenade throw: Tosses a grenade at an enemy unit to deal damage and trap them within a stasis field.
  • Shield: This unit has energy shield protection that absorbs damage and regenerates when out of combat.

The Enforcer Elites are classed as Anti-Building infantry, and perform well against infantry, okay against vehicles and suffer in combat versus aircraft.

Production notes

The introduction of Ripa 'Moramee into Halo Wars 2 is presented as a "what-if" scenario in which Ripa had joined the Banished cause. Through this lens, the Enforcers are presented in the Phoenix Logs as units employed by Ripa in the Human-Covenant War, and would be used in the Banished. However, as stated by writer Jeff Easterling,[6] the multiplayer of Halo Wars 2 as a whole is non-canonical and units featured in the game are not bound to the specific leaders as they are in-game, and some may not even be present on the game's setting of the Ark at all. As such, it is likely the Enforcers are also employed by the Banished as an infantry raider unit.
