Jacob Keyes role as a Captain gave him command of the Halcron Pillar of Autumn and 800 marines and several navy ships. The lower version of a Captain, a commander is surprising since Jacob Keyes is a respected navy captain with several decades of service, while Miranda is a commander and has not been on the UNSC navy for as long as Jacob has.
